All foreign-registered vehicles must have a valid Autopass card, insurance, road tax and LTA's approval email before entering Singapore. Goods vehicles and public services vehicles registered in ASEAN countries and vehicles registered outside Malaysia and Thailand must also have valid vehicle permits.
You are required to present the vehicles's certificate of insurance, road tax and vehicle registration certificate, together with the vehicle's Autopass card, vehicle's permit and LTA's approval email upon request by authorised officers in Singapore.
The Autopass card is used to record your vehicle’s entry and exit and pay all fees and tolls for your vehicle, and serves as an electronic Vehicle Entry Permit (VEP) for foreign-registered cars and motorcycles.
Autopass cards are non-transferable. Each Autopass card is encoded with particulars of the vehicle it is issued to. It is an offence to misuse an Autopass card issued to another vehicle. You must apply for a new Autopass card for the vehicle, even if you have kept the same vehicle number for your next vehicle.
1) Understanding Autopass Card
The Autopass card is a stored-value card that works as an electronic identification and payment system for your vehicle when entering, exiting and within Singapore.

Motorists bringing cars or motorcycles registered in Malaysia and Thailand can apply for a Vehicle Entry Permit (VEP) and pay for an Autopass card online at least 2 weeks in advance before entering Singapore, if they do not have one or if the Autopass card has expired.
You will need:
- Your identity card or passport
- Your employment or immigration pass card
- Your vehicle registration certificate. If it is not in English, an English translation is required.
- A valid vehicle certificate of insurance. You are to ensure that the vehicle has in force a policy of insurance meeting the requirements of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960 for the entire period that the vehicle remains in Singapore. For foreign vehicles not registered in Malaysia, you must have motor insurance from a Singapore-based insurance company to cover your vehicle’s use while it is in Singapore. To facilitate your application, please ensure to complete with accurate information and submit clear and complete set of documents.
An email on the status of your application will be sent to your specified email address. You may also check your application status online using your application reference number, or your vehicle registration number, and identity card or passport number.
4) Collect and Acrtivate Your Autopass Before Entering Singapore
After receiving LTA's VEP approval email for your online application, you may collect your Autopass card at the specific service centre located in Malaysia which you have selected in your application (refer to the steps in LTA's VEP approval email).
Please bring along your identification card or passport, as well as LTA's VEP approval email. Ensure that the authorised party collecting your Autopass card has his/her identification card and your authorisation within the LTA's VEP approval email.

Ensure to activate your Autopass card online before bringing your vehicle into Singapore (refer to the steps in LTA's VEP approval email).
Your vehicle must have valid Autopass card, insurance, road tax and LTA's VEP approval email before it can enter Singapore. You are required to present the vehicle's certificate of insurance, road tax and vehicle registration certificate, together with the vehicle's Autopass card and LTA's VEP approval email upon request by authorised officers in Singapore.
Foreign-registered vehicles detected at Woodlands or Tuas Checkpoint without valid LTA's VEP approval email, Autopass card, insurance and road tax or are in violation of Singapore regulations will be turned back from Singapore. If the vehicle is found within Singapore, it would be subject to enforcement action including vehicle seizure.

5) REMINDER
void fines of up to $1,000 or imprisonment for a term not exceeding 3 months for the first offence by paying all fees and charges before leaving Singapore and by using the Autopass card for your vehicle. Do not insert a NETS CashCard/Motoring Card, local CEPAS card or an Autopass card issued to another vehicle into the card reader at the immigration booth.
Remember to top up your Autopass card in other parts of Singapore in advance, as there are no top-up machines at the checkpoints.
